In The Lord of the Rings, Saruman keeps a strange crystal ball in the tower of Orthanc, a stone that lets him see, and be seen, across enormous distances. That's where I first heard the word Palantír.
For years it stayed obscure, known mostly to a handful of tech founders who liked the name enough to build a company around it. Then Russia invaded Ukraine, and the name stopped being a footnote.
It started showing up in headlines, tangled up with a political slogan about making America great again, and with a much harder question: what does a company named after an all-seeing stone actually deliver to a government in the AI era?

A Stone Built to See Everything, So What Did the Pentagon Actually Buy?
Here's the question worth sitting with: if Palantir is supposed to be an AI company, why does its most important government contract read like a real estate lease?
The Army awarded the modification on May 20, 2025, and the Department of Defense announced it publicly the next day: $795 million added to Palantir USG's Maven Smart System agreement. Before getting to what that money buys, it's worth naming what most people assume it buys, and why that assumption might not hold up. The first time I read the notice myself, I expected something more dramatic than a licensing modification.
Palantir Technologies is a U.S. data-analytics and software company that builds AI-enabled platforms for government and commercial customers. Its most visible defense work includes the Maven Smart System, software licenses held by Palantir USG Inc. under a U.S. Army contract, procured and expanded through contract modifications rather than announced as a single one-time purchase.
The modification is filed as amendment P00005 to an existing agreement, contract number W911QX-24-D-0012. Palantir USG Inc., based in Palo Alto, California, is named as the contractor, and the contracting office is the Army Contracting Command at Aberdeen Proving Ground, Maryland. The Pentagon lists an estimated completion date of May 28, 2029, the same date on record for the original 2024 award.

What Most People Picture When They Hear "AI Company"
Ask someone what an AI company sells, and you'll usually get a version of the same answer: a brain in a box, something that thinks on its own and hands down decisions.
Palantir's own description of its AIP platform doesn't sound like that. The company says users can browse pre-built AI applications, worked examples, and starter kits meant for builders, the vocabulary of a toolkit.
Project Maven itself dates to 2017, when the Pentagon launched it to turn the flood of drone and surveillance video the department collects into something analysts could use, starting with computer-vision algorithms for full-motion video. A detailed CSIS analysis published June 2, 2026, drawing on Palantir's own documentation and public statements from Pentagon officials, lists six baseline functions the platform performs: battlespace management, target management, AI-enabled planning, computer-vision detections, machine-assisted disclosure, and generative-AI tools.
That's a more specific job than "connecting data sources" alone. Computer-vision models flag potential targets in drone and satellite feeds; the interface lets a user weigh strike options against constraints like distance and fuel, then order the strike and watch the outcome roll in on the same screen. Palantir's role, by its own account and the outside reporting, still isn't to make that last call. It's to compress everything that happens before it: the data architecture and workflow tools meant to help an authorized user move from a detection to a decision faster.
It isn't a mind that decides on its own. It's the distance between spotting a target and acting on one, compressed into a single screen.That's a narrower claim than "all-seeing AI company," but a more specific one than "just a data pipe." It's also the one Palantir's own materials, the CSIS analysis, and the wider reporting all converge on.

What the Paper Trail Can, and Can't, Prove
Defense contract notices are built to be short. That is a feature of the format, not evidence of concealment, and it's worth saying plainly before reading too much into what any single one leaves out. I've read enough of them for this piece to know roughly what to expect from one, and what not to.
The notice detailed above names a contractor, a dollar figure, and a completion date. What it doesn't do is describe the software in action. It doesn't say the system operates independently, and it doesn't name a specific unit, base, or mission.
None of that answers a question worth asking directly: is this an autonomous weapon? By the fullest public account available, no, not in the sense of a machine choosing and executing a strike on its own. DOD's Chief Digital and AI Officer has described the workflow as moving from identifying a target to recommending a course of action to, in his words, "actioning" it, with a person still selecting the target and ordering the strike. The contract notices cited here don't confirm or deny any of that themselves. They're licensing paperwork, not an operational log, and the fuller picture comes from documentation and reporting the notices were never meant to contain.
That's consistent with the format. It's also consistent with what the fuller record shows: a system built to speed up a human's targeting decision, not replace it.

The Difference Between a Ceiling and a Bill
This isn't the first time Palantir USG shows up in the Army's contracting record. In May 2024, the Army awarded the company a fixed-price contract worth $480 million for a Maven Smart System prototype, soliciting one bid and receiving one. A year later, it announced a $795 million modification for additional software licenses under that same contract, bringing its potential value to roughly $1.275 billion through 2029, according to defense trade reporting that described the move as a ceiling increase.
A ceiling isn't a bill.Raising the cap on what the Army can spend under this contract doesn't mean that much has been paid out, and the notices don't break out obligated or executed funds. Defense trade reporting fills in the reason the notice itself never states: officials told DefenseScoop the increase was meant to prepare for a sharp rise in requests from military users over the next four years, not to cover one order already placed. That distinction took me longer to appreciate than I'd like to admit.
What the filings and the reporting around them agree on is that this isn't a one-time purchase. Taken together with NATO's own 2025 acquisition of a Maven variant for its Allied Command Operations, the pattern points to growing institutional demand for this kind of platform. It doesn't, by itself, reveal how deep that use runs or what results it has produced.
That demand didn't stay hypothetical for long. In March 2026, Deputy Secretary of Defense Steve Feinberg directed the Pentagon to designate the Maven Smart System a formal "program of record," the department's mechanism for locking in dedicated, multi-year funding rather than renewing a system contract by contract. The memo also moved oversight of the program from the National Geospatial-Intelligence Agency to the Pentagon's Chief Digital and AI Office, with the Army taking over future contracting actions. A program-of-record designation says something real about institutional commitment. It doesn't say what the software does inside a targeting cell, and that's still a different question from the one this record can answer.

Six Recommendations Closed, One Still Open
Buying software is the easy part. Knowing who's accountable for what it does is the part governments are consistently slow to work out. I went looking for the follow-through on this one, not just the press release, and GAO's own tracker is where I found it.
The Government Accountability Office, Congress's independent watchdog, reviewed this directly in a report published March 30, 2022. Investigators found that the Pentagon's AI strategy at the time lacked several elements of a comprehensive plan, and that its baseline inventory of AI activity left out classified programs. GAO issued seven recommendations.
Most of them have since been closed. Six of the seven, covering strategy comprehensiveness, a periodic-review process for that strategy, an AI-inventory roadmap, outcome metrics and key performance indicators, a replacement for a shared AI development platform DOD discontinued, and common terminology, are marked "Closed – Implemented" in GAO's own public tracking, with the department's responses documented as recently as a September 2025 update.
One recommendation remains open: the one asking the Pentagon to finalize guidance defining which offices are responsible for which AI activities. CDAO issued a charter in November 2024, but as of GAO's most recent public update, the follow-up directive spelling out those roles still hadn't been published, and the department was in the process of revising it as of August 2025.
None of the documents in this trail, not the contract notices, not the AIP product page, not the GAO audit, record what a contracting officer, a Palantir engineer, or a service member working alongside this software actually felt about any of it. That absence isn't a flaw in the reporting. It's a flaw in what gets written down in the first place.
Maybe that's the more honest headline: not that the Pentagon ignored the warning, but that it closed six of seven recommendations and left the one on formal AI roles-and-responsibilities guidance unresolved.

The Palantír in Tolkien's story was built to let one person see everything from a single tower. The company that borrowed its name built something different: not a device that sees everything, but one that collapses the distance between spotting a target and acting on it, while leaving the final call to a person.
That's a smaller claim than "the AI company running the Pentagon." It's also the one the record, read carefully, bears out, and it may matter more. Institutions don't need one all-seeing stone. They need systems that shorten the distance between seeing something, deciding what it means, and acting on it.
The public record here doesn't show every operational detail. It does show why Palantir matters: governments are spending heavily on systems built to connect fragmented data, AI tools, and human decision-making across large institutions.
